Adds portal-to-portal workers' compensation coverage for public works department employees under three conditions: subject to emergency calls while off duty, responding to direct orders during circumstances when nonessential employees are excused, or following two or more consecutive mandatory overtime shifts.

Defines "public works department" as a state or municipal department responsible for construction, regulation, or maintenance of public works and improvements.

Extends coverage to include employees' departure from place of abode directly to duty, performance of duty, and return directly to place of abode after duty.

Applies the same portal-to-portal coverage framework previously established for police officers, firefighters, Department of Correction employees, and telecommunicators.

Takes effect October 1, 2024, and amends Connecticut General Statutes Section 31-275(1).
