• Municipalities may adopt ordinances requiring tobacco dealer license renewal applicants to notify the chief law enforcement official of the town where the business operates, effective October 1, 2024.

• Law enforcement officials have 15 days to submit written comments on renewal applications to the Commissioner of Revenue Services, which the commissioner must consider before approval.

• The Commissioner of Revenue Services must submit a report by January 1, 2026 to relevant legislative committees documenting the number of comments received, copies of comments, actions taken on applications, and recommendations regarding the notice requirement.

• Tobacco dealer license renewal process requires the commissioner to consider written comments from law enforcement prior to approval, in addition to existing application procedures.

• Annual dealer license fee remains $200, valid through September 30, with duplicate license fee set at $15.
