SB 346 Summary

• Creates new requirement for all state agencies issuing occupational or professional licenses to recognize "covered licenses" held by armed forces members and their spouses as valid in Connecticut under the same scope of practice, in accordance with 50 USC 4025a.

• Requires state agencies to record recognized covered licenses in their appropriate registries and publish compliant applications for all occupational credentials by July 1, 2024.

• Amends Department of Consumer Protection licensing rules (Section 21a-11b) to exempt armed forces members and spouses from residency requirements while maintaining all other application standards including background checks, fees, and examinations.

• Amends Department of Public Health licensing rules (Section 19a-14d) to provide the same license portability benefits for armed forces members and spouses across health professions regulated by that department.

• All provisions take effect upon passage of the act.
