Grants party representatives the explicit right to view each ballot as it is being recanvassed by recanvass officials so they can discern the markings on such ballot.

Establishes a fine of $500 for any moderator or recanvass official who interferes with a party representative's right to view ballots during recanvass procedures.

Maintains that all recanvassing procedures shall remain open to public observation, subject to provisions in subsection (d) of section 9-311.

Requires recanvass officials to check outer envelopes for absentee ballots against inner envelopes and registry lists to verify postmarks, addresses, and registry list markings.

Takes effect on July 1, 2024 and amends section 9-311(b) of the Connecticut General Statutes.
