Requires the Connecticut Department of Correction Commissioner to provide free voice communication services to all incarcerated persons, with optional supplemental services including video communication and electronic mail, all at no charge.

Changes the daily communication allowance from at least 90 minutes to up to six separate uses lasting up to 15 minutes each per day of confinement.

Permits the Commissioner to restrict communication usage for persons on administrative segregation status, security risk group status, or special needs status.

Takes effect October 1, 2024, amending section 18-81oo(b) of Connecticut General Statutes.
