Assigns an intimate partner violence specialist from the Department of Children and Families immediately upon notification of an intimate partner homicide involving a child's parent to identify potential adult relatives and grandparents who could care for the child.

Requires the specialist to provide a list of identified relatives to the commissioner within seven days, and the commissioner must then send written materials explaining legal options for participation in child care and placement.

Written materials must include information on filing guardianship or custody petitions in Probate Court, requirements for obtaining a foster care license, available services and supports, and details about the subsidized guardianship program including eligibility and financial assistance.

Requires the commissioner to identify and notify all adult relatives and grandparents within thirty days when a child is removed from parental or guardian custody, with the same information about legal options and available programs provided.

Effective date is July 1, 2024.
