Raised Bill No. 362 Summary

• Wardens may impose fines between $15-$50 on incarcerated persons as part of disciplinary action for seven specific offenses: arson, assault, hostage-taking, rioting, tampering with security devices, unauthorized communication device use, or any felony-level action.

• Fines assessed are in addition to any other penalties for the disciplinary violations and do not replace other punishments.

• All fines collected must be deposited into the Correctional General Welfare Fund managed by the Commissioner of Correction.

• The Correctional General Welfare Fund receives gifts, donations, bequests, unclaimed inmate deposits, and assessed fines, with funds used for the benefit of all incarcerated persons as determined by the Commissioner.

• The act takes effect October 1, 2024, and amends existing statute section 4-57a governing correctional facility activity funds.
