Establishes a separate, nonlapsing Passport to the Parks account within the General Fund to receive all fees collected from the Passport to the Parks program, effective July 1, 2024.

Allocates account funds for expenses of the Council on Environmental Quality, care and maintenance of state parks, state campgrounds, Batterson Park, and Thames River Heritage Park, soil and water conservation districts, and environmental review teams.

Allows the Passport to the Parks account to receive funds from private and public sources, including municipal and federal government contributions.

Mandates the Department of Energy and Environmental Protection pay $100,000 annually from the account to each of seven entities: five regional conservation districts, the Connecticut Environmental Review Team, and the Connecticut Council on Water and Soil Conservation, beginning July 1, 2018.

Amends Connecticut General Statutes Section 23-15h with an effective date of July 1, 2024.
