Establishes the "Mashantucket Pequot and Mohegan Fund" as a separate nonlapsing fund to receive funds from the state's memoranda of understanding with the Mashantucket Pequot Tribe (January 13, 1993) and Mohegan Tribe of Indians of Connecticut (May 17, 1994).

For fiscal years 2015-2025, transfers appropriated amounts to the fund for grants to towns; starting fiscal year 2026, transfers $139,380,000 annually from the General Fund to the Mashantucket Pequot and Mohegan Fund.

Distributions are made through three annual installments by December 15, March 15, and June 15, with payments to municipalities due by January 1, April 1, and June 30.

Prohibits reduction of required transfers except upon gubernatorial certification of emergency and approval by at least two-thirds vote in both houses of the General Assembly.

Provides that Ledyard and Montville municipalities receive up to $600,000 annually beginning fiscal year 2025 if the state revokes taxation of non-Indian property on reservation land, in addition to other grants.
