Department of Economic and Community Development shall issue a request for proposals within 45 days to hire an environmental research organization to conduct a perfluoroalkyl and polyfluoroalkyl substances (PFAS) background data study to facilitate property remediation and economic development.

Study shall collect soil samples from 100 sites, groundwater samples from 50 sites, obtain potable water results from 100 randomly selected sites, and collect surface water and sediment samples from the Housatonic River, Connecticut River, Thames River, and Pawcatuck River throughout the state.

Research organization shall analyze samples for all PFAS constituents using best available methods, import data into searchable databases for public access, and prepare a report with sampling procedures, data analysis using geographic information systems, and recommendations for regulatory agencies.

Department of Economic and Community Development shall submit study findings to the joint standing committee on commerce no later than January 1, 2026.

Two million dollars is appropriated to the Department of Economic and Community Development from the General Fund for fiscal year ending June 30, 2024, to conduct the study.
