Adds new board responsibilities to advise on water-assistance-related programs, water conservation, and the Connecticut Low Income Household Water Assistance Program

Requires biennial reporting to the General Assembly on recommendations to improve heating and water assistance programs, with the first report due October 15, 2024

Requires the Commissioner of Social Services to submit plans and reports to the advisory board at least seven days before submitting them to legislative committees
