Requires municipalities to propose polling place relocations at least 120 days before an election, conduct a public hearing within 110 days, and obtain legislative body approval within 100 days, effective July 1, 2024.

Transfers authority for polling place designation from registrars of voters to municipal legislative bodies, while preserving registrars' role in proposing suitable locations and determining election officials.

Allows legislative bodies to designate separate voting tabulators for voting districts with fewer than 1,500 electors or districts that differ geographically from other electoral district lines, in accordance with the new polling place procedures.

Directs the Secretary of State to review early voting implementation following the April 2, 2024 presidential preference primary and submit findings and recommendations to the Joint Standing Committee on Elections by May 1, 2024.

Modifies regional election advisor requirements by removing the March 1st deadline for memoranda of understanding and allowing the Secretary of State to revoke certification if a regional council of governments cannot appoint a replacement within 30 days.
