Adds a new exemption to Connecticut's Freedom of Information Act covering records maintained by faculty or staff at public institutions of higher education related to teaching or research.

Exempts records pertaining to medical, artistic, scientific, legal, or other scholarly issues, including records from legal clinics or centers operated by higher education institutions.

Excludes financial records of higher education institutions from the exemption, keeping those records subject to disclosure requirements.

Takes effect July 1, 2024, and amends section 1-210(b) of the general statutes by adding subdivision (29).
