Commissioner of Social Services shall seek federal approval for a Medicaid waiver by October 1, 2024 to provide Medicaid coverage for health care services to students at Title I schools and schools where students qualify for free or reduced price lunches, regardless of disability or income status.

Commissioner of Education shall develop a multilingual "opt out" form allowing parents or guardians to decline Medicaid coverage for their students, available by mail or online in English, Polish, French, Portuguese, Spanish and other languages.

Commissioner of Social Services shall amend the Medicaid state plan effective July 1, 2024 to provide Medicaid coverage for health care services provided in school nurse offices.

Commissioner of Social Services shall make grant payments to local and regional boards of education representing 80 percent of the federal portion of Medicaid claims processed for students, paid quarterly and beginning with fiscal year ending June 30, 2025.

An interagency coalition consisting of the Commissioners of Education and Social Services and the Secretary of Office of Policy and Management shall coordinate federal Medicaid funding maximization efforts and file annual reports to the General Assembly on school-based health care services coverage and expansion strategies.
