Adds telehealth provider availability as a criterion for the Insurance Commissioner to determine if a health carrier's network is adequate, effective July 1, 2024.

Extends telehealth flexibilities originally adopted during COVID-19 from June 30, 2024 to June 30, 2029, including temporary relaxation of state licensing requirements and authorization to practice from any location.

Requires telehealth providers to inform patients of treatment limitations and obtain written consent before providing services, and mandates documentation in patient health records.

Prohibits telehealth providers from charging facility fees and requires acceptance of Medicare reimbursement rates for uninsured patients or in-network rates for insured patients regardless of provider network status.

Permits telehealth providers to prescribe Schedule II and III controlled substances (excluding opioids) for psychiatric disabilities and substance use disorders consistent with federal law, with electronic prescription transmission required.
