Substitute Bill No. 412 Summary

• Applies to warehouse distribution centers with 100+ employees at a single location or 1,000+ employees aggregate across multiple locations, effective July 1, 2025.

• Requires employers to provide written quota descriptions to employees by August 1, 2025 (or upon hire), with updated descriptions within two business days of any quota changes.

• Prohibits quotas that violate meal period requirements, interfere with bathroom access, measure output in periods shorter than a work day, rely solely on ranking against other employees, or continuously record/tally time increments.

• Employees may request written copies of their quotas and personal work speed data within the prior 90 days, with employers required to provide records within five calendar days in English and the employee's primary language.

• Employers cannot discharge or retaliate against employees for requesting data or filing civil actions; violations result in civil penalties of $1,000 (first), $2,000 (second), or $3,000 (third+ violations).
