Amends section 22a-430(g) of the general statutes to modify regulations governing household and small commercial subsurface sewage disposal systems, effective from passage.

Requires the commissioner to amend regulations by July 1, 2025 to establish and define categories for small community sewerage systems and update standards for household and small commercial subsurface sewage disposal systems.

Increases the capacity threshold for systems governed by these regulations from 7,500 gallons per day to 10,000 gallons per day as of July 1, 2024.

Delegates authority to the Commissioner of Public Health to issue permits, approvals, and hold public hearings for these systems through local directors of health or registered sanitarians pursuant to chapter 395.

Permits denied by the Commissioner of Public Health or local health officials are subject to hearing and appeal procedures under section 19a-229.
