Reduces the blood alcohol limit for operating a motor vehicle from 0.08% to 0.05%, effective January 2, 2025, with lower limits for commercial drivers (0.04%) and drivers under 21 (0.02%).

Applies the same reduced blood alcohol limits to boating and vessel operation, with lower thresholds for operators under 21 years of age.

Reduces blood alcohol limits for operating school buses and vehicles carrying children, with the same tiered thresholds as regular motor vehicles.

Requires the Commissioners of Emergency Services and Public Protection and Transportation to submit annual reports beginning January 1, 2025, on drug recognition expert training, cannabis impairment detection methods, and oral fluid drug testing technologies.

Ensures health insurance policies cannot deny coverage for injuries sustained by individuals with elevated blood alcohol content or under the influence of alcohol or drugs.
