Prohibits health care providers licensed by Connecticut from refusing to provide health care services based on race, color, religious creed, sex, gender identity or expression, marital status, age, national origin, ancestry, intellectual disability, mental disability, learning disability, physical disability, veteran status, or domestic violence victim status, effective October 1, 2024.

Defines "health care provider" to include any person, corporation, facility or institution licensed to provide health care services, and officers, employees or agents acting in the course of employment.

Exempts requirements to deliver futile health care, does not affect professional standards of care, and does not interfere with public health planning.

Adds violation of this section to the definition of "discriminatory practice" under Connecticut's general anti-discrimination statutes, subjecting violators to existing enforcement mechanisms.
