Elevates intentional injury or killing of police animals or volunteer canine search and rescue dogs from class D to class C felony, effective October 1, 2024.

Changes harassment of confined police animals from potential felony to class D misdemeanor, removing reference to volunteer canine search and rescue dogs from this provision.

Authorizes emergency medical services personnel to provide first aid and transport injured police animals to veterinary facilities starting July 1, 2025, if it does not delay human emergency care.

Requires Department of Public Health to adopt regulations by July 1, 2025 regarding training, safe handling, facility identification, and decontamination procedures for emergency personnel treating police animals.

Establishes a grant program administered by Department of Emergency Services and Public Protection starting July 1, 2024 to provide body armor for law enforcement canine units within available appropriations.
