Secretary of the Office of Policy and Management shall review state purchase of service contracts with nonprofit human services providers annually beginning January 1, 2025, to determine if payment rates adequately compensate providers for expected service levels.

Secretary shall submit annual reports by February 1, 2025, and thereafter to relevant legislative committees with review results, recommendations on reducing contractual expectations if underfunded, and any necessary legislation.

Secretary shall conduct triennial reviews of nonprofit provider reporting requirements to state agencies beginning January 1, 2025, and eliminate or consolidate duplicative or unduly burdensome reports unless required to prevent fraud, comply with federal law, or mandated by state law.

Private provider organizations must receive payment for services under purchase of service contracts no later than 30 days after service delivery, effective July 1, 2024.

Secretary of the Office of Policy and Management, in consultation with the State Comptroller, shall review the CORE-CT system for inefficiencies affecting nonprofit health and human services providers and update outdated features.
