Commissioner of Administrative Services shall convey approximately ten acres of state land in Middletown to Shiloh Baptist Community Development Corporation at cost equal to administrative expenses, subject to State Properties Review Board approval.

Shiloh Baptist Community Development Corporation must use the parcel for moderate-income housing and recreational or community facilities open to the public by June 30, 2029.

Housing and facilities must comply with all nondiscrimination requirements for federally-assisted development and cannot be used for teaching or practicing religion.

If the corporation fails to convey the land to a nonprofit, develop the required facilities by June 30, 2029, or maintain nondiscrimination compliance, the parcel reverts to the state of Connecticut.

State Properties Review Board must complete its review within 30 days of receiving the proposed conveyance agreement, with the State Treasurer executing the deed.
