Proposes adding Section 21 to Article I of Connecticut's Constitution establishing an individual right to clean and healthy air, water, soil, ecosystems, and a safe and stable climate

Requires the state to protect these environmental rights equitably for all people regardless of race, ethnicity, tribal affiliation, gender, socioeconomic status, or geography, and to benefit both present and future generations

Mandates the state conserve, protect and maintain Connecticut's natural resources including waters, air, flora, fauna, soils, and climate, with a prohibition on diverting funds designated for natural resource protection

Establishes these environmental rights as equivalent to all other inalienable rights and directly enforceable by state residents through legal action

Requires the proposed amendment to be continued to the next General Assembly session following the November 5, 2024 general election or be presented to voters at that election, with specific ballot language provided
