Adopts the 2024 regular session Senate rules for the June special session, with specified amendments and additions.

Allows bills or resolutions certified under section 2-26 of general statutes to be transmitted between chambers first (Senate first if filed in House, or House first if filed in Senate) with consent of the speaker or President Pro Tempore.

Establishes order of business as: reception of communications from Governor and Secretary of State, introduction of bills and resolutions, reception of business from House, and introduction of guests.

Requires members offering amendments with fiscal impact to provide the president, president pro tempore, and majority and minority leaders with a signed, typewritten explanation of decreased expenditures or revenue sources needed to balance the state budget.

Limits bills and resolutions that may be received to those specified in Joint Rules paragraph 1 of Rule 7 for the special session, plus resolutions pertaining to session rules, journal printing, and session expenses.
