State agencies must reduce greenhouse gas emissions 45% below 2001 levels by 2030, 70% below 2016 levels by 2040, and achieve net-zero by 2050, while using only zero-carbon electricity by 2030

Statewide greenhouse gas reduction targets require 45% reduction by 2030, 65% reduction by 2040 (with zero emissions from electricity), and economy-wide net-zero by 2050 with at least 80% reduction from 2001 levels

Establishes a Connecticut Clean Economy Council to coordinate clean energy workforce development, leverage state and federal funding, and submit a plan by July 1, 2026 to transition workers from fossil-fuel jobs to clean economy employment

Creates a Housing Environmental Improvement Revolving Loan and Grant Fund for retrofitting single and multifamily residences with energy efficiency improvements, heat pumps, solar systems, and flood mitigation measures for low-income residents

Requires the Commissioner of Energy and Environmental Protection to develop a heat pump installation plan by January 1, 2027 focused on environmental justice communities, flood resilience, and replacing electric resistance heating systems
