Establishes the Connecticut-Puerto Rico Trade Commission within the Legislative Department, consisting of 22 members appointed by legislative leaders, the Governor, and commerce committee chairpersons

Commission members must have current or past involvement in organizations promoting Puerto Rican affairs or trade relations between Connecticut and Puerto Rico

All initial appointments must be made by October 1, 2025, with the first meeting held by November 1, 2025; members serve four-year terms without compensation

Commission duties include advancing bilateral trade and investment, promoting business and academic exchanges, encouraging mutual infrastructure investment, and initiating joint policy action between Connecticut and Puerto Rico

Annual reports required beginning February 1, 2027, submitted to the Governor, Commissioner of Economic and Community Development, and the commerce committee with policy recommendations
