Adds star of Bethlehem (Ornithogalum umbellatum) to Connecticut's list of invasive plants that are prohibited from being imported, moved, sold, purchased, transplanted, cultivated, or distributed, effective upon passage

Establishes phased bans on additional invasive plants: 8 species including glossy buckthorn, winged euonymus, Japanese barberry, and miscanthus banned starting October 1, 2028; Norway maple banned starting October 1, 2030

Makes permanent the prohibition on municipalities adopting local ordinances regarding retail sale or purchase of invasive plants, removing the previous October 1, 2014 expiration date

Maintains existing exceptions allowing movement or cultivation of listed invasive plants for eradication, research, or educational purposes

Violations carry fines of up to $100 per plant
