Requires all tire retailers to participate in a tire stewardship organization by January 1, 2026, changing participation from voluntary to mandatory

Mandates that stewardship program plans submitted to the Commissioner of Energy and Environmental Protection must identify each participating retailer starting January 1, 2026

Extends antitrust and unfair trade practice liability immunity to retailers participating in the tire stewardship program, in addition to producers and stewardship organizations already covered

Prohibits any retailer who fails to participate in an authorized tire stewardship program from supplying tires in Connecticut, effective January 1, 2026

Takes effect upon passage and amends section 22a-905i of the general statutes
