Prohibits Connecticut higher education institutions from charging students any fees that are not part of tuition or room and board costs, unless those fees are disclosed before requiring an enrollment deposit

Requires institutions to return unexpended meal plan funds to students at the end of each academic semester

Applies to all institutions of higher education in the state

Effective date: July 1, 2025
