Amends titles 10 and 10a of Connecticut general statutes to guarantee students at public schools, colleges, and universities the right to exercise freedom of speech and assembly

Prohibits discrimination or penalties against students based on the religious or political content of their expression

Establishes exceptions allowing restrictions on student expression that is obscene as to minors, libelous, slanderous, or creates a clear and present danger of unlawful acts

Permits schools to limit expression that would cause material and substantial disruption of orderly school operations or violate school regulations
