Mandates the Department of Consumer Protection to establish a resident complaint process by January 1, 2026, and makes all inspection reports, compliance documents, and investigation records public under the Freedom of Information Act

Authorizes the department to order independent inspections at owner expense for trees, electrical, plumbing, or sanitary systems, with owners required to submit remediation plans within 10 days of receiving inspection results
