Amends section 53a-39 of Connecticut general statutes to establish a "second look" process for reviewing sentences where bias, extreme sentencing, or mitigating circumstances may justify early release

Eligible populations include incarcerated elderly persons, persons with developmental disabilities, and rehabilitated incarcerated individuals who could be safely released

Expands the role of courts in granting sentence reductions and modifications

Shifts sentence modification responsibility away from the Board of Pardons and Paroles to the judicial system
