Establishes the "Hispanic and Communities of Color Nonprofit Stabilization and Growth Fund" effective July 1, 2025, funded through General Fund appropriations traditionally allocated to the Department of Social Services for human resources development contracts serving these communities

Eligible organizations must be 501(c)(3) nonprofits operating at least 3 years, Connecticut-based human services providers serving populations that are 51% or more Hispanic or communities of color, with leadership and board majorities who are Hispanic, African-American, or Asian Pacific-American, and annual budgets of at least $150,000

Commissioner of Social Services may contract with a nonprofit organization having at least 15 years of experience coordinating advocacy for Hispanic charitable organizations to administer the fund through a competitive procurement process

Grants support capacity building in financial management, board development, fund development, nonprofit management training, information technology, merger planning, and results-oriented outcome training

Commissioner must submit a report to the General Assembly by January 1, 2027, on the number of organizations awarded grants, fund effectiveness, administrator performance, and recommendations on whether to continue the fund
