Requires residential complex owners/lessees to affix a warning sticker to vehicles at least 24 hours before towing, including the date/time of sticker placement, reason for removal, authorizing person's name, scheduled removal time, and contact information to prevent towing

Exempts vehicles from the 24-hour notice requirement if parked in spaces reserved for blind or disabled persons without proper placards/plates, blocking entry/exit points, or parked in non-designated areas

Prohibits residential complex owners/lessees from towing any vehicle displaying a disability windshield placard or special license plate

Amends Section 14-145 of Connecticut general statutes governing vehicle removal from private property
