Reduces the payment deadline for contractors to pay subcontractors and suppliers from 25 days to 7 days after receiving payment from the owner, or 60 days after work was performed, whichever comes first

Requires owners to pay all amounts due to contractors, subcontractors, or suppliers within 30 days of receiving a written payment request

Prohibits withholding payment from subcontractors or suppliers due to disputes between a contractor and other parties on the project

Imposes 1% monthly interest on late payments beginning 10 days after receipt of certified notice, plus liability for reasonable attorneys' fees and 10% damages for bad faith withholding

Voids any contract provision that attempts to waive subcontractor or supplier payment rights, effectively banning "pay-if-paid" clauses; takes effect October 1, 2025
