Establishes a working group to develop a construction workforce pipeline program for training students and workers for skilled trades job placement

Working group will study expanding preapprenticeship programs in public secondary schools, removing barriers to apprenticeships, and expanding financial incentives including tax credits for employers offering apprenticeship programs

Eight-member working group includes representatives from trade associations (residential construction, electricians, HVAC, plumbers), business associations, school administrators, Connecticut State Colleges and Universities, and the Technical Education and Career System

Initial appointments must be made within 30 days of passage, with first meeting within 60 days; group meets quarterly

Annual reports due to the Labor and Public Employees Committee starting December 31, 2025, with the working group terminating December 31, 2030
