Requires heating fuel dealers to refund consumers for unused heating fuel when a tank rental or loan contract is terminated, with the refund amount equal to the lesser of the original purchase price or current market price

Changes existing law from allowing dealers to "credit" consumers for unused fuel to requiring actual "refunds" within a specified period

Applies to consumers who cancel relationships with heating fuel dealers for above-ground tanks under oral agreements or course of dealing, prohibiting tank removal charges or forfeiture of unused fuel

Effective date of July 1, 2025, amending Section 16a-21 of the Connecticut General Statutes
