Connecticut state agencies must conduct reviews of their existing regulations by June 30, 2027, and every seven years thereafter, shifting responsibility from legislative committees of cognizance to the agencies themselves.

Agency reviews must include recommendations to reduce the number and length of regulations, and determine whether each regulation is obsolete, unused for seven years, inconsistent with state or federal law, subject to complaints, or otherwise ineffective.

Agencies must submit a summary of review results to their committee of cognizance and the regulation review committee administrator by January 1, 2028, and every seven years thereafter.

Committees of cognizance must hold a public hearing within 90 days of receiving an agency's review summary, with copies made available to the public at least 15 days before the hearing.

If an agency fails to submit a satisfactory review, the committee of cognizance may conduct its own review, request regulatory amendments or repeals, or introduce legislation requiring the agency to act.
