Amends Title 17b of Connecticut general statutes to require equal reimbursement rates for dental and dental hygiene services between federally qualified health centers and "safety net" HUSKY Health providers

Defines eligible safety net providers as dentists or dental hygienists who are state-licensed, operate as nonprofits, and are not affiliated with hospitals or federally qualified health centers

Requires qualifying safety net providers to serve a patient population of at least 40% Medicaid beneficiaries to receive payment parity
