Lowers the special education excess cost reimbursement threshold for school districts with fewer than 1,000 students from 4.5 times to 3 times the net current expenditures per pupil

Applies specifically to small school districts to help them qualify for state reimbursement sooner when covering high-cost special education services

Amends subsection (b) of section 10-76g of the Connecticut general statutes
