Effective July 1, 2027, prohibits state agencies, municipal agencies, government contractors, schools, businesses, and food vendors from selling, using, or providing polystyrene foodware, polystyrene packaging (including packing peanuts), and single-use plastic straws, stirrers, and splash sticks

Biodegradable or compostable straws may still be provided upon request, particularly for persons with disabilities, and must remain available at pharmacies and medical facilities

Exemptions include prepackaged food sealed before retail receipt, raw/frozen meat and seafood packaging, coolers with polystyrene fully encased in another material, and reusable agricultural polystyrene

First violations result in a written warning with compliance assistance; subsequent violations carry penalties up to $250; municipalities may adopt stricter local ordinances

Requires state and municipal buildings to install bottle-filling stations when replacing drinking fountains or undertaking capital projects, effective January 1, 2027

Establishes a nine-member task force to study sustainable alternatives, processing infrastructure improvements, and circular economy adoption, with a report due by February 1, 2026
