Extends from two years to three years the lookback period for USDA violations that disqualify breeders and other suppliers from selling dogs and cats to Connecticut pet shops

Pet shops cannot purchase animals from breeders or suppliers who committed a direct USDA violation or three or more indirect violations (related to animal health/welfare) within the three-year period prior to purchase

Requires all breeders and suppliers to hold current USDA and applicable state licenses to sell to Connecticut pet shops

Violations carry fines up to $1,000 per offense, with each day of violation constituting a separate offense

Commissioner of Agriculture must submit an annual report by February 1st detailing the origin of all animals sold by pet shops and the number and nature of violations issued in the previous calendar year
