Amends section 22a-202 to attach the Connecticut Hydrogen and Electric Automobile Purchase Rebate to the individual consumer rather than the vehicle itself

Allows consumers who return an electric or hydrogen vehicle to retain their rebate eligibility and associated credits for use on a future qualifying purchase

Prohibits manufacturers and retailers from keeping state rebate funds when a consumer returns a qualifying vehicle

Ensures consumers can requalify for the rebate program when purchasing another eligible hydrogen or electric automobile after a return
