Starting September 1, 2027, the Departments of Administrative Services, Energy and Environmental Protection, and Transportation must purchase electric lawn mowers, leaf blowers, and lawn trimmers for state agencies when existing gas-powered equipment reaches end of useful life and electric alternatives are functionally equivalent.

Starting September 1, 2029, these departments must require contractors bidding on state property maintenance or landscaping work to use electric equipment if functionally equivalent to gas-powered machinery.

Exceptions are permitted for declared emergencies, first responder equipment, fire hazard reduction and post-fire recovery, riparian/forest/grassland management, and public safety operations.

All requirements are subject to available appropriations and functional equivalency of electric alternatives.

Effective date: October 1, 2025.
