Applications must be acted upon within 60 days of receipt, and program information must be posted on the department's website

Authorizes the State Bond Commission to issue up to $10 million in state bonds to fund the program, with bonds maturing no later than 20 years from their issuance dates

Bonds are general obligations of the state backed by the full faith and credit of Connecticut
