Prohibits lobbyists and lobbyist-established political committees from making contributions to state legislators or state officers (Governor, Lieutenant Governor, Attorney General, State Comptroller, State Treasurer, Secretary of State) who are candidates for municipal office during legislative sessions

Extends existing session-based lobbyist contribution restrictions, which already apply to General Assembly and state office candidates, to cover legislators and state officers seeking local elected positions

Bars candidates and political committees from accepting such prohibited contributions during regular sessions, special sessions between odd and even-year regular sessions, and reconvened veto sessions

Requires exploratory committee surplus funds attributable to lobbyist contributions made during restricted periods to be returned to contributors on a prorated basis or donated to 501(c)(3) charitable organizations rather than transferred to municipal office candidate committees

Takes effect immediately upon passage and amends Connecticut General Statutes sections 9-610(e) and 9-608(f)
