Restricts certain powers and duties of the Secretary of the State related to the conduct of elections by amending section 9-3 of the general statutes

Eliminates the legal presumption that the Secretary's regulations, declaratory rulings, instructions, opinions, and orders correctly interpret election and primary administration under title 9

Limits the Secretary's ability to apply to Superior Court to enforce orders issued to registrars of voters or moderators regarding election irregularities or improprieties
