State agencies must report all contracts awarded to nonresident businesses (those with principal place of business outside Connecticut) to the Secretary of the Office of Policy and Management by December 1, 2025, and annually thereafter

Reports must include whether any Connecticut-based businesses bid on each contract and explain why an out-of-state business was selected over in-state bidders, if applicable

The initial report covers contracts awarded on or after July 1, 2025; subsequent reports cover contracts since the previous report

The OPM Secretary must compile agency reports and submit an annual summary to the General Assembly's Government Oversight Committee by January 1, 2026, and annually thereafter

Maintains existing requirement for state agencies to submit three-year procurement plans to OPM every three years starting January 1, 2020
