Allows individuals convicted of nonviolent crimes in foreign jurisdictions to transfer to Connecticut state correctional facilities to serve the remainder of their sentences

Eligibility requires the incarcerated parent to have children residing in Connecticut

Transferred individuals would be placed as close to their children as reasonably possible

Placement decisions must consider the safety and needs of the children

Amends Connecticut general statutes to create this interstate/international transfer mechanism
