Requires the Psychiatric Security Review Board to prioritize "protection of society" as its primary concern and acquittee well-being as secondary when evaluating discharge, conditional release, or confinement decisions

Mandates hearings on all applications for temporary leave and eliminates the option for acquittees to be released on temporary leave under their own charge

Doubles the waiting period between applications for both temporary leave and conditional release from 6 months to 12 months

Establishes "clear and convincing evidence" as the burden of proof required when an acquittee requests a less restrictive placement order than their current order
